California Work Pays Demonstration Project: County Welfare Administrative Data, 1992-1998
Overview:

In December 1992 the State of California, Department of Social Services (CDSS) initiated the California Work Pays Demonstration Project (CWPDP) to assess the effects of recent changes in AFDC provisions. The CWPDP collected and integrated data on the individual, household, welfare and employment characteristics of AFDC recipients and households, during and after their participation in the welfare system, from four separate sources:
  1. State administrative records for AFDC, Medi-Cal, Unemployment Insurance, other state and federal assistance programs, and employment tax files.
  2. County administrative records for AFDC and Food Stamps programs.
  3. Non-automated client records and paper files at county welfare offices.
  4. Telephone interviews with AFDC recipients.
By combining these various datasets, researchers with an interest in welfare, poverty, employment and family research can obtain unusually detailed information about the characteristics and economic behaviors of low-income families and children in California. Researchers will also be able to examine family outcomes, such as income and family stability, and their relation to household characteristics and involvement in state and federal assistance programs.

These data are public use, however these data contains sensitive information. Your use of this dataset implies the acceptance of the following conditions. If you do not agree with the following conditions, please do not use these data.
  • In order to ensure confidentiality of the data, do not attempt to identify individuals from the dataset or to report results of analysis in such a way as to make the identity of individuals known.
  • Do not duplicate the dataset in any form. In order to maintain the integrity of the dataset, all files in this release need to come from UC DATA. Refer interested users to this webpage or directly to UC DATA, and we will arrange for access to or copies of the dataset.

Datasets Summary:

The County Welfare Administrative Data (CWAD) consists of the administrative welfare records for sampled cases from each county social services department, and provided history data on sampled persons from statewide sources. UC DATA selected variables and merged the case-month information to create the database. The data consists of four types of data:
  1. Overview Data: Case-level records identifying presence of data in CWAD administrative data files and survey data files. More information is included below and in the codebook.
  2. Four County Data: Monthly administrative data collected at the county level. These data are further organized into Cases and Persons. More information is included below and in the codebook.
  3. Assistance History Data: Historical assistance data collected from the Medi-Cal Eligibility Data System on persons in the CWPDP sample. These data are further organized into aggregate files and person files. More information is included below.
  4. Medi-Cal Payments Data: State administrative Medi-Cal quarterly payment. More information is included below and in the codebook

Observations 20,963 Total cases, consisting of:
  • 3,659 Alameda County cases
  • 8,278 Los Angeles County cases
  • 4,826 San Bernardino County cases
  • 4,200 San Joaquin County cases

    Dataset Description The Four County Data-Cases dataset contains case-month records for all cases selected to be a part of the study between October 1992 and March 1997 for any month during which an assistance unit received AFDC or food stamps. Each case-month record contains county administrative data for eligible family size and type, income, and cash and food stamp assistance amounts. See the codebook for more details.
